However, depending on the thickness and type of ground cover above the limestone layer, you may have areas that are more or less likely to develop sinkholes.

Three types of sinkholes.

There are three general types of sinkholes, though some are a combination of different types:

Solution sinkholes

Solution sinkholes occur where the top layer is thin, and the underlying carbonate rock is exposed to the rain and wind. Natural erosion occurs slowly. These sinkholes form gradually and tend to be bowl-shaped with sloped sides.

Subsidence sinkholes

Subsidence sinkholes are similar to solution sinkholes, but in this case, and falls into the depression and fills in the gaps and channels in the limestone. This situation prevents water from flowing in and carving deeper channels. Eventually, as you might suspect, this depression becomes a filled body of water, such as a spring or lake.

Collapse sinkholes

Collapse sinkholes are the most common in Florida. Collapse sinkholes form in areas where the overlying top layer of soil is quite thick. While it may appear sturdy, the reality is that below, there is not much stability; the underlying limestone has been carved hollow by water. One of the principal sinkhole testing methods is ERI. Electrical resistivity imaging (ERl) is a geophysical method of determining the subsurface resistivity distribution of the soil. The resistivity measurements are made by injecting current into the ground through two current electrodes and measuring the resulting voltage difference at two potential electrodes. The equipment has a computerized switching program that automatically changes the spacing of the electrodes along with the array. The apparent resistivity is measured and processed using computer inversion software to obtain a cross-section of estimated true resistivity values. As part of the modeling process, data points with high error values may be eliminated and spikes in the data reduced. Soil types can be interpreted using known resistivity values.

Sinkhole testing method – Ground Penetrating Radar (GPR) Principles Methods

The ground-penetrating radar equipment used was a RAMAC X3M manufactured by MALA GeoScience in Mala, Sweden. The setup used consisted of the RAMAC monitor control unit coupled to the X3M, which was attached to a 250 MHz antenna mounted on a self-contained cart and/or a 500 MHz antenna. The cart has a calibrated measuring wheel electronically coupled to the control unit which allows precise linear measurements to be obtained along the transect line during the fieldwork. These measurements and distances can be translated into accurate locating of subsurface features when they are identified. Ground Penetrating Radar (GPR) is also known as subsurface interface radar or impulse radar and can provide a nearly continuous profile of the subsurface conditions. High electromagnetic frequencies (typically between 40 MHz – 2.5 GHz) are transmitted from an antenna that is usually located on or near the ground surface. The electromagnetic pulse is transmitted into the ground and reflections return where there is an interface between subsurface materials of different dielectric properties. The antenna has electronics that function as a transmitter and a receiver. The reflections returned from the subsurface are relayed from the receiver to the digital control unit and are recorded on the internal memory. Depths to the reflected interfaces can be calculated using depths from boring data or can be estimated by using known propagation rates for similar materials. GPR does not specifically identify the subsurface materials, but it does identify when a change in the subsurface strata has taken place. This can be very useful in documenting the continuity of subsurface layers such as a confining layer for ponds and landfills, identifying potential areas of karst erosion and locating underground pipes or other utilities.

The deep borings were completed using sampling intervals required by ASTM Method D-1586 describing the Standard Penetration Test (SPT) or “split spoon” method of sampling. The penetration resistance testing and sampling were accomplished with the use of a 2″ outside diameter sampler, seated six inches into the bottom of the borehole, and advanced an additional one-foot under the effort of a 140 pound hammer faHing freely thirty inches. The number of blows, required of the hammer to advance the sampler one foot into undisturbed material, was noted as the blow count (N) of that particular stratum. Portions of each sample taken were classified, sealed in moisture-proof, labeled containers and returned to our laboratories for verification of field classification.

Borings were advanced using a rotary rig, utilizing are-circulating attapulgite or bentonite drill fluid to maintain the open borehole in non-cohesive soils and to remove cuttings created by the drill bit. Upon completion, the deep borings were grouted closed in accordance with water management district regulations. The hand auger borings were completed using a bucket type of auger, which allows samples to be taken and visually classified at approximately six-inch increments. Static hand cone penetrometer data was also gathered from the hand auger borings at I-foot intervals.

The penetrometer consists of a measuring instrument, a probing rod and a cone tip. The penetrometer is pushed perpendicular into the soil at a constant speed of approximately 2 centimeters per second by applying equal pressure on both grips. The resistance measured by the cone is read on a pressure gauge at the surface with the maximum resistance being recorded by a dragging pointer.

No direct correlation between penetration resistance and “N” value can be made, however, a factor of 1/4 is generally used to relate penetrometer resistance (kg/cm2) Classification of soil samples for both the standard penetration test (SPT) borings and the hand auger borings were also made using the Munsell color number and common name.

Sinkhole Activity in Florida? – How Florida Sinkholes are formed.

Sinkhole Activity in Florida. Florida sinkholes occur due to the nature of the limestone bedrock, which is primarily calcium carbonate and is subject to very gradual dissolution in the groundwater.

This process originates as rain dissolves carbon dioxide from the air, forming a very weak carbonic acid. As rainwater infiltrates into the ground, it also may pick up organic acids and additional carbon dioxide. The calcium carbonate bedrock dissolves over long periods of time as it comes into contact with the very weakly acidic infiltrating water. because this reaction is fairly rapid, most of the corrosion/dissolution takes place at the surface of the limestone. Accordingly, loose/soft conditions are often found at the soil-limestone interface. The infiltrating water may preferential paths toward fractures or porous zones in the limestone, creating more dissolution localized areas.

In addition, portions of the limestone may be more susceptible to weathering processes than others due to composition and physical variations, which may take place on a regional as well as local scale. Further, it should be noted that the limestone in some areas has been exposed and subject to weathering processes in the geologic past, resulting in an irregular surface with holes, depressions, and pinnacles that may very tens of feet or more over relatively short distances. Low spots in the limestone surface may contain soft sediments that never consolidated due to bridging of the overlying soils across the low spot. Accordingly, soft zones at the soil-limestone interface and variations to the depth of the limestone are often evident in soil borings. Some geologists refer to this condition as epi-karst.

Different types of Florida sinkholes are thought to occur. One type is a buried ancient or relic Florida sinkhole, which is a sinkhole that occurred in the geologic past and has been filled with sediment that often is organically stained or organic. A relic sinkhole may be stable or may show indications of re-activation.

Another type of Florida sinkhole is more dramatic. It involves the formation of a sudden circular depression at the ground surface as the result of rapid erosion of soil into a void or cavity in the limestone bedrock or collapse of the roof of a cavern near the surface of the rock. These collapse events are often triggered in periods of heavy rainfall following drought conditions, and are due to a reduction in buoyancy support/increase in overburden soil weight due to the low groundwater table, weight added due to wet soil above, and an increase in infiltration into the limestone, which can tend to erode the soils into voids. Similarly, installation and/or operation of a well can draw down the groundwater and initiate groundwater flow, also triggering a collapse sinkhole. In the third type of sinkhole effect, gradual subsidence of the surface may occur as the soil follows the dissolution of the limestone surface or gradually slumps or erodes into a void.

The very gradual, sinkhole-related subsidence process can result in slowly appearing settlement distress in an overlying structure. However, many non-sinkhole related subsurface conditions (compressible organic deposits, for example), as well as structural conditions and construction material behavior, can create similar distress. In fact, multiple causes that may have contributed to the development of the observed distress in the structure often are identified.

The soil conditions capable of resulting in differential movement of the structure and material behavior are often more readily identifiable and their likelihood of causing distress more directly evident or quantifiable than the presence of sinkhole activity. (It should be noted that the statutes dealing with insurance claims refer to damage caused by ‘sinkhole activity’ rather than a sinkhole, which has, in our experience, further enabled claims to be made when minor settlement has occurred) The contribution of non-sinkhole related conditions to the appearance of the distress can obscure any effects of the sinkhole activity, If any and makes the determination of whether any subsidence-related settlement distress has occurred as the result of sinkhole activity difficult to discern, should indicators of sinkhole activity be present in the boring, especially given the legal context of sinkhole activity.

The potential existence of active or incipient sinkhole activity is usually inferred from SPT boring data by the presence of very weak, possibly disturbed (Apparently) reveled) soils extending upward from the surface limestone bedrock. This condition is indicated when the SPT sample advances under the weight of the drill rods or sampling hammer, and by the often random consistency or composition of the soil that is returned in the sampler. In some cases, residuum remaining from the corrosion of the limestone is mixed with the overlying sediments that might have migrated downward into the corroded zone. The very soft/very loose soils are often combined with the loss of drilling fluid circulation in soils that would normally retain the drilling mud. These very soft/very loose conditions are more common in some areas (western Pasco and Hernando Counties Florida) due to the geologic conditions, and also occur in varying degrees of severity or vertical extent.

It has been argued that some of the very loose/very soft conditions are due to a residuum or rubble zone remaining from erosion/weathering of the limestone surface when it was exposed in the geologic past. In addition, portions of very soft conditions at the soil-limestone interface may be residuum from active weathering processes as the shallow groundwater infiltrates the limestone, as discussed above. However, the very soft/very loose zones may also indicate soils that might have migrated downward into voids in the limestone raveling, and the more highly weathered area may eventually develop over geologic time into sinkholes. The very soft zones are more clearly indicative of sinkhole activity that is capable of affecting a structure when they extend significantly upward from the suspected (or in some cases confirmed) void-laden limestone bedrock toward the ground surface, and thereby would directly affect the shallow subgrade soils supporting the home. Often, however, there is no detectable disturbance or loosening of the soils directly beneath the home, and the upper soils in borings with possible sinkhole activity are similar to those boring where no evidence of sinkhole activity is intercepted.

Accordingly, where very loose/very soft areas of minor to a moderate vertical extent are found over the limestone without strong evidence of upward progression of the weak soil zone (commonly called raveling), and building settlement distress is evident, it is difficult to assess the contribution of the very loose/very soft zones to the distress, especially when other soil conditions that are capable of causing settlement are present and the soils overlying the very soft zone appear unaffected and consistent with those at other locations. This difficulty in distinguishing the source of any particular settlement damage has frequently resulted in all alleged damages being paid, even though other, more obvious, concurrent causes of the distress are also present. In our experience, most insurance claims for sinkhole coverage that require an assessment of the structure and subsurface by an engineer and geologist are for the distress that has occurred over a period of time and does not involve the sudden appearance of a localized, detectable, circular ground depression (a sinkhole).

Florida Statute 626.155 allows any person to take civil action against an insurer for settling claims improperly or attempting in good faith to settle claims.

All parts under Florida Statute 626 basically require insurance companies to research and investigate all claims. Insurance companies must provide results of the investigation in writing, or provide an explanation, with facts, for denial of a claim. Part of this protects the insured against insurers who fail to provide a written statement that the claim is being investigated, upon the written request of the insured within 30 days after proof-of-loss statements have been completed.

The rules under the Florida Administrative Code concern the proper conduct of the adjuster who investigates the sinkhole damages. The adjuster is allowed to interview any witness, but cannot offer any legal advice nor attempt to negotiate any costs.

Florida Statute Chapter 627 covers property insurance and insurance rates. Florida Statue 627.706 deals with sinkhole insurance and catastrophic ground cover collapse. In part, it reads as follows

(1) Every insurer authorized to transact property insurance in this state shall provide coverage for a catastrophic ground cover collapse and shall make available, for an appropriate additional premium, coverage for sinkhole losses on any structure, including contents of personal property contained therein, to the extent provided in the form to which the coverage attaches. A policy for residential property insurance may include a deductible amount applicable to sinkhole losses equal to 1 percent, 2 percent, 5 percent, or 10 percent of the policy dwelling limits, with appropriate premium discounts offered with each deductible amount.

(2) As used in ss. 627.706-627.7074, and as used in connection with any policy providing coverage for a catastrophic ground cover collapse or for sinkhole losses:

(a) “Catastrophic ground cover collapse” means geological activity that results in all the following:

  1. The abrupt collapse of the ground cover;
  2. A depression in the ground cover clearly visible to the naked eye;
  3. Structural damage to the building, including the foundation; and
  4. The insured structure being condemned and ordered to be vacated by the governmental agency authorized by law to issue such an order for that structure.

Contents coverage applies if there is a loss resulting from a catastrophic ground cover collapse. Structural damage consisting merely of the settling or cracking of a foundation, structure, or building does not constitute a loss resulting from a catastrophic ground cover collapse.

(b) “Sinkhole” means a landform created by subsidence of soil, sediment, or rock as underlying strata are dissolved by groundwater. A sinkhole may form by collapse into subterranean voids created by the dissolution of limestone or dolostone or by subsidence as these strata are dissolved.

(c) “Sinkhole loss” means structural damage to the building, including the foundation, caused by sinkhole activity. Contents coverage shall apply only if there is structural damage to the building caused by sinkhole activity.

(d) “Sinkhole activity” means settlement or systematic weakening of the earth supporting such property only when such settlement or systematic weakening results from movement or raveling of soils, sediments, or rock materials into subterranean voids created by the effect of water on a limestone or similar rock formation.

Note that new legislation recently passed has added the following to Florida Statute 627.706:

(5) An insurer offering sinkhole coverage to policyholders before or after the adoption of s. 30, chapter 2007-1, Laws of Florida, may non-renew the policies of policyholders maintaining sinkhole coverage in Pasco County or Hernando County, at the option of the insurer, and provide an offer of coverage to such policyholders which includes catastrophic ground cover collapse and excludes sinkhole coverage. Insurers acting in accordance with this subsection are subject to the following requirements:

(a) Policyholders must be notified that a nonrenewal is for purposes of removing sinkhole coverage and that the policyholder is still being offered a policy that provides coverage for catastrophic ground cover collapse.

(b) Policyholders must be provided an actuarially reasonable premium credit or discount for the removal of sinkhole coverage and provision of only catastrophic ground cover collapse.

(c) Subject to the provisions of this subsection and the insured proved underwriting or insurability guidelines, the insurer shall provide each policyholder with the opportunity to purchase an endorsement to his or her policy providing sinkhole coverage and may require an inspection of the property before issuance of a sinkhole coverage endorsement.

What this means is residents of Florida counties of Pasco and Hernando must pay additionally for sinkhole coverage.

These tests will determine if there is a sinkhole and where it is located.

This grouting adds density to the rock to stabilize the ground and seals the top of the limestone (if any left) so as to prevent any further liquefying of the rock. This grouting can be injected deeper than 80 ft, and it has the advantage of pressurizing the uppermost soil.

Compaction grouting can be used to lift ground that has sunk, but it does not lift the house itself. Used alone, this sinkhole repair can cause more damage to a home. If the limestone or cavity is much deeper than the grouting injection, then the weight of the grouting can cause the sinkhole to grow faster. Pressurizing the ground might also cause ht floors of the home to buckle. Due to price, insurance companies will opt to use this sinkhole solution singularly, leaving your home at risk.


Underpinning is the sinkhole solution where repair lifts are placed at multiple points under the foundation. These lifts are made from metal piers that are drilled into the limestone underneath (or grouted limestone, if both are used) and then the lifts are attached to the home using brackets. Underpinning is more accurate because it lifts the foundation at multiple points, making a better solution if there is structural damage to the home.

Obviously, a combination of compaction grouting and underpinning is the best repair solution for a sinkhole, but the cost of underpinning usually exceeds the insurance polity limits, and thus it is not done or done well. Homeowners are left with a house that is forever stigmatized and at risk to further damage.
